SOC was founded by six partners with backgrounds from Navy Seal Team 6, the National Security Agency, and Law Enforcement. The company was created to provide the following core services:
SOC has extensive experience in providing remote site security and personal security detail services in high risk, high-threat environments. Our experience comes from contracts with construction companies, financial institutions, site remediation and engineering firms, business-to-business internet companies, government agencies, prime federal government contractors, law firms, and major utilities and insurance companies.
Mr. Shiells is a partner and founding member of SOC and serves as Chief Executive Officer.
Prior to forming SOC, Mr. Shiells was the president of a California based security consulting, corporate investigation and threat management company.
He held contract positions of senior managing consultant for the firms of IPSA International and Kroll Associates specializing in security assessments and program development for organizations in the public and private sectors. He authored various model policies designed to enhance security, control discretion, and manage business risk.
Prior to entering the security field, Mr. Sheills completed a distinguished career spanning three decades in a major California law enforcement agency. He is a past president of the Alameda County Chiefs of Police and Sheriffs Association, and is active in the California Police Chiefs Association, League of California Cities and Association of Threat Assessment Professionals. He held appointments to the Attorney General's DNA Board and Governor's Council on Drug & Alcohol Abuse.
Mr. Piry is Chief Operating Officer for SOC, Inc. His responsibilities include managing and directing all global operations and serving as the senior subject matter expert on all operational and training opportunities. Mr. Piry serves on the senior staff and advises the Chief Executive Officer on all high threat security matters.
Prior to joining SOC, Mr. Piry was Division Chief, High Threat Protection for the US Department of State, Diplomatic Security Service. He directed, supervised, and coordinated the State Department’s Worldwide Personal Protective Services (WPPS) operations in Iraq, Afghanistan, Israel, Bosnia, and Haiti. Mr. Piry was fiscally responsible for managing a $1.5 billion dollar budget, supervising, and managing a global network of over 3,500 contract personnel and 20 staff members. He also served as Special Agent-in-Charge of Secretary Albright’s Protective Detail. Mr. Piry developed and planned risk management strategies, threat assessments, operational requirements and training courses; and served as a key member of the Department of State’s security management team providing strategic security planning.
Mr. Piry was awarded the Department of State's Medal of Valor, six Superior Honor Awards, and three Meritorious Honor Awards.
Mr. Lumpkin is a retired US Army Special Forces Warrant Officer with more than 31 years experience in leadership, intelligence, tactical, managerial and supervisory (contract oversight) experience in a variety of operations (DoD, DOS, DOJ, UN) throughout Central and South America, Southwest Asia (Afghanistan) and the Balkans. His current responsibilities include managing and directing all global security and training operations and serving as the senior subject matter expert on security and training opportunities.
Prior to joining SOC, Mr. Lumpkin was directly involved in the successful startup operations of American firms doing business in Afghanistan. He utilized his knowledge and related experience to address the requirements for diverse staff, business development policy, and contract establishment.
Ms. Beach is SOC's Director of Special Government Programs. Ms. Beach represents SOC in the Washington Metropolitan Area.
Ms. Beach provides management and contract compliance with operational and administrative requirements. She has successfully managed large dollar value programs including mobile and static security contracts in all regions of Iraq, as well as Afghanistan, Haiti, Israel, and Bosnia.
Prior to joining SOC, Ms. Beach served as Acquisition Management Analyst/Team Leader for the US Department of State, Bureau of Diplomatic Security where she performed technical and price evaluations for opportunities that exceeded $2.9 billion and involved the procurement of personnel protection services, residential security, aviation operations/supporting facilities, and guard protection in high treat areas.
Ms. Beach was recognized by the US Government for her effective contract management skills and for saving the Government millions of dollars over a two and a half-year period.
Mr. Bermudez is the Managing Director of SOC’s training center, High Desert Special Operations Center (HDSOC) in Hawthorne, NV. His responsibilities include day-to-day management of the facility and oversight of training for both Government and commercial clients including US military, Government agencies, First Response, Executive Protection, Homeland Defense, and law enforcement organizations.
Mr. Bermudez provides management of the overall training budget and has responsibility for the instructor staff and range complex. His duties include assessing capital spending ROI for training and investment projects, and overseeing project implementation. In addition, Mr. Bermudez serves as a key liaison between community, military, corporate, and congressional contacts for funding new business initiatives.
Prior to joining SOC, Mr. Bermundez served as Project Manager, Worldwide Personal Protection Services, DynCorp, Baghdad, Iraq before taking on the role of Director, Training and Operations, DynCorp International, Fredericksburg, VA.
